The Poizner Jobs Plan Includes:
Tax Cuts: Commissioner Poizner will cut rates in every major category of taxation, fueling job creation and jumpstarting economic growth for all Californians. His tax cut proposal will cut taxes for every business and individual in the state:
- 10% reduction in all personal income tax rates
- 10% reduction in the state sales tax rate
- 10% reduction in the corporation tax rate
- 50% reduction in the capital gains tax rate
Streamline Government: As an entrepreneur, Commissioner Poizner understands that the endless government regulation and red tape forced upon small business owners stunts California’s economic growth. Commissioner Poizner plans to streamline the over-regulated system and modernize California’s state government by:
- Creating Startup.Ca.Gov, a 24-hour virtual one-stop-shop allowing California entrepreneurs to obtain the necessary licenses and permits for most types of businesses.
- Creating Rate-My-Regulator.Ca.Gov, which will give Californians a public-process report card system where they may rate their interactions with government officials.
- Appointing a Chief Innovation Officer who will report directly to and advise the Governor on strategies for streamlining state government, including modernization of the tax and regulatory bureaucracies.
- Creating a self-funded dispute resolution system to deal with project permitting-related litigation that will eliminate delays, establish a clear line of precedents, and ensure that nearly all relevant disputes are resolved within one year of the filing of a suit.

Tort Reform: Commissioner Poizner believes California needs “common-sense” tort reform that justly compensates the injured but allows businesses to create jobs in a more predictable litigation environment.
Commissioner Poizner will reform the tort system, based on the successful example set by California’s landmark medical injury compensation law, to place a $250,000 cap on non-economic damages.
By reducing the costs of non-economic damages – currently about 24% of all tort-related costs – the cap will free up money for hiring and innovation and provide more stability to the system.
Labor Reform: Commissioner Poizner will put California back on a level playing field by aligning California’s workplace rules with nationally-recognized standards:
